The Election Commission (EC) has announced the annual Special Summary Revision (SSR) of electoral rolls in four states and two Union Territories, including the northeastern states of Arunachal Pradesh, Mizoram and Sikkim. The final electoral rolls will be published on January 21, 2027.
Apart from the three northeastern states, the revision exercise will also be conducted in Odisha, Chandigarh, and the Union Territory of Dadra and Nagar Haveli and Daman and Diu. The exercise aims to update voter lists and ensure the enrolment of all eligible citizens, particularly young and first-time voters.
The Commission said the revision process would allow advance applications from individuals who would attain voting eligibility on April 1, July 1 and October 1, 2027, in addition to those eligible as of the qualifying date of January 1, 2027.
Draft electoral rolls are scheduled to be published on November 30. Following their publication, electors and stakeholders will be able to submit claims and objections for correction, inclusion or deletion of entries.
To prevent wrongful deletions from voter lists, the poll panel has introduced additional safeguards. Applications seeking deletion of duplicate or multiple entries will be subject to field verification. Electoral Registration Officers (EROs) will be required to personally verify cases involving the deletion of more than two per cent of electors in a polling station. They will also scrutinise instances where a single objector files more than five objections.
The Commission has reiterated that providing Aadhaar details in Forms 6 and 8 remains voluntary. It clarified that no voter registration application can be rejected, nor any existing voter entry deleted, solely because Aadhaar details have not been furnished.
The latest announcement follows the Commission’s decision on October 15 to carry out the Special Summary Revision in 17 states and Union Territories, including poll-bound Uttar Pradesh, Uttarakhand, Manipur, Goa and Punjab.
In a first, the Election Commission also decided to provide electoral rolls to recognised political parties in a searchable and readable PDF format instead of image files, making voter lists easier to access and review.
The poll body has directed the chief secretaries of the concerned states and Union Territories to ensure adequate manpower and resources for the timely completion of the revision exercise.
With the latest round of revisions, the Commission aims to strengthen the accuracy of electoral rolls and facilitate the enrolment of eligible voters ahead of the 2027 qualifying dates.
