Dhubri prepares for Panchayat polls with emphasis on inclusive representation

The Dhubri district administration in Assam has rolled out a comprehensive plan for the upcoming Panchayat elections, focusing strongly on inclusivity, gender equity, and the smooth conduct of democratic processes across the region. Announcing the details at a press conference, Dhubri Deputy Commissioner Dibakar Nath said the district is all set to witness polls in 128 gaon panchayats, 20 zilla parishad constituencies, and 10 anchalik panchayats. Elections will be held across 1,465 polling stations situated in the Dhubri, Bilasipara, and Golakganj subdivisions. The electorate in Dhubri’s rural constituencies stands at over 10.43 lakh voters, comprising 5,37,445 male voters, 5,05,736 female voters, and 12 individuals registered under the ‘other’ category. Area-wise, Dhubri Sadar has the highest voter population with 7,32,841 electors, followed by Golakganj with 1,77,169 and Bilasipara with 1,34,517 voters.

To facilitate the nomination process, candidates can collect their forms from the Dhubri Rural Development Office, Zilla Parishad Office, District Agriculture Officer’s Office, Bilasipara Co-district Office, and Golakganj Co-district Office. Security arrangements are in place with strong rooms established at Dhubri, Bilasipara, and Golakganj to safeguard election materials and ensure a transparent electoral process. The district administration has introduced extensive reservation measures to boost the participation of women and Scheduled Castes. Out of the 20 Zilla Parishad seats, 10 are reserved for women candidates and one is earmarked for Scheduled Castes. Furthermore, 50 percent of the president and vice-president positions in the anchalik panchayats have been designated for women, totaling five out of ten seats in each.

At the gaon panchayat level, 640 ward member positions across 128 panchayats will be exclusively reserved for women. In addition, special provisions have been made for Scheduled Caste candidates. For instance, the post of president in 84-Asarikandi Gaon Panchayat has been reserved for a Scheduled Caste candidate, while the post in 108-Almaganj Gaon Panchayat is reserved for a Scheduled Caste woman. Vice-president positions in panchayats such as Shimlabari, Shalkosa, and Gaikhwa are also reserved for Scheduled Caste women.
