Assam Cabinet Approves Dial-112 Emergency Response System, Amul Milk Centre in Biswanath

The Assam Cabinet has approved an Emergency Response System, to be available on dialing 112, integrating police, fire, health and disaster response services into a unified, 24×7, technology-driven emergency response platform.

A new Emergency Response Centre (ERC) will be established at the Lachit Barphukan Police Academy in Dergaon.

The Centre for Development of Advanced Computing (C-DAC) will be onboarded to to implement the Assam Police Emergency Management System (APEMS) Project (Dial-112).

The Cabinet, chaired by Chief Minister Himanta Biswa Sarma, also approved amendment of Assam Minor Mineral Concession Rules, 2013 as Assam Minor Mineral Concession (Amendment) Rules, 2026.

The Rules will modernise mineral governance in Assam by addressing operational gaps, seasonal supply disruptions, and inadequate enforcement mechanisms.

All inbound vehicles carrying minor minerals (sand and stone only) from neighboring States shall pay 150 per cu.m. charge and a transit fee of Rs 200 per vehicle shall be charged on all vehicles carrying any minor minerals.

On the other hand, the Cabinet approved partial relaxation in austerity measures announced earlier by withdrawing the restriction imposed on foreign visits by Ministers and government officials.

Besides, in a move to strengthen dairy infrastructure in Biswanath district, the Cabinet approved leasing 33 bighas of land to Kaira District Co-operative Milk Producers’ Union Limited (AMUL) for establishment of Bulk Milk Cooler (BMC)/Chilling Centre for milk procurement at Biswanath.

This will aid in formalising milk procurement, strengthening cold storage and creating employment opportunities.

Meamwhile, the Cabinet has approved introduction of several Bills in the upcoming session of the Assam Assembly. They include the Assam Tourism (Development & Registration) (Amendment) Bill, 2026; the Assam Shops and Establishments (Amendment) Bill, 2026; Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026; Assam Ease of Doing Business (Amendment) Bill, 2026; Assam Jan Vishwas Bill, 2026; Guwahati Satellite City Development Authority (GSCDA) Bill, 2026 and the Assam Land and Revenue Regulation (Amendment) Bill, 2026.
